Faster first sync for large histories
First syncs over 5,000 transactions now arrive in pages as they load.

Accounts with long histories used to wait for the full download before sending transactions.available. Sluice now sends the event after the first 500 transactions, then again as each page lands.
Each event carries a cursor and a has_more flag. If you already page through GET /v3/transactions with a cursor, you need no change.
