Fix

At Halden Mutual and two other UK banks, a pending card transaction could come back with a new id once it settled, so it showed up twice. Sluice now matches the settled line to the pending one and keeps the original id.

About 0.4% of card transactions were affected between August 19 and September 5. We sent transactions.removed events for each duplicate, so a normal webhook handler has already cleaned them up.
